The Ministry of Finance is launching a Digital Public Consultation for Free Zone Companies. Responses should be submitted through the form by no later than 2 August 2023.

The Federal Law has been adopted, which continues the reform of the legal regulation of common ownership with regard to garage associations and specifies rules for their management.

By Resolution No. 41-P dated 14 July 2023 which was adopted further to an appeal of VimpelCom PJSC, the Russian Constitutional Court held that provisions of the Russian Tax Code are inconsistent with the Constitution which relate to the calculation of the period for a controlled transaction to be audited where an updated notification has been submitted but where information regarding the transaction has already been included in the original notification.

On 21 July 2023 Federal Law No. 308-FZ dated 10 July 2023 will come into effect. It provides for the possibility of identification, for the benefit of Russian financial institutions, to be conducted by foreign financial institutions in relation to foreign persons to whom they provide services.

Amendments have been adopted to town-planning legislation which, among other things, enable the Russian Government to approve the procedure for adopting draft site design documentation and simplify the extension of a construction permit.

On 10 July 2023, the Russian President signed Federal Law No. 301-FZ “On amending the Federal Law “On Protecting Competition”, which is a part of the ‘fifth package of antitrust amendments’.
