Public discussions are now taking place.
Public and corporate customers can check parties to procurement against a number of criteria by using the tax authority’s assessment services.
A mechanism is being introduced for the assessment results of the financial and business activity of Russian legal entities/ individual entrepreneurs to be transferred from the Federal Tax Service to the unified information system relating to procurement.
None of the above changes will affect foreign parties to procurement.
Federal laws have been signed to introduce:
the new type of state control over the compliance with mandatory requirements for certain categories of manufactured goods according to the list to be approved by the Government (No. 126-FZ dated 2 May 2026);
automated penalties for selling labelled goods that have expired (No. 120-FZ dated 2 May 2026).
by Decree No. 261 dated 20 April 2026, simplified the import of certain goods from the Eurasian Economic Union. It is permitted, until 31 May 2026, to import into Russia goods whose consignees are Russian legal entities/ individual entrepreneurs, without the documents confirming the origin of such goods and without labels. For this purpose, the consignee must declare the goods and ensure that they are transported/ placed in the temporary storage facility and labelled;
by Decree No. 263 dated 20 April 2026, kicked off the pilot test (which will be held until 30 June 2027) to grant a deferral with regard to import VAT. Criteria have been determined for legal entities that are parties to the pilot test.
