DRAFT LAWS

Monitoring will be strengthened at all stages of the movement of foodstuffs

Draft federal law No. 1252236-8

The draft has been put before the State Duma.

the federal executive authorities (the list of which the Government will determine) will be granted the right to obtain from the tax authority information concerning:

• business entities engaged in trading (supplies included) with respect to foodstuffs;

• prices for goods, their sales volumes, and the amount of income/costs and profit based on the tax returns and the financial statements.

The information will be used for monitoring, assessing and analysing the dynamics of prices for foodstuffs.

Public discussions are now taking place with respect to the amendments to:

• the Law On Protecting Competition, specifying the procedure for decisions/orders to be revised under antitrust cases (see the draft law);

• the Code of Administrative Offences concerning the limitation period for imposing administrative liability under such cases (see the draft law).

LEGISLATION

The following federal laws have been signed:

• No. 144-FZ dated 25 May 2026 to amend the Labour Code concerning doubling overtime, ensuing occupational safety by using digital technologies and new rules for staff redundancy;

• No. 163-FZ dated 10 June 2026 – individual fines can be imposed for similar violations identified during the same audit.
