Public discussions are now taking place.
It has been proposed that criminal liability should be increased for illegal currency transactions under article 193.1 of the Russian Criminal Code:
fines are to be increased, and
fines are to be brought in that are calculated as a multiple of the amount of the offence (see Pepeliaev Group's comment).
The frequency of preventive visits is planned to be established

Public discussions are now taking place.
The frequency of mandatory preventive visits has been determined within the framework of state/municipal control:
once every three years - for entities that present a significant risk
once every five years - for entities that present an average risk
once every six years - for entities that present a moderate risk.
The timeframes for carrying out the visits will be calculated once the controlling agency adopts a decision classifying the entity under the relevant risk category.
Exceptions for national treatment have been introduced

Came into force on 1 September 2025, except for individual provisions.
The rules have been adjusted for how the origin of certain types of products should be confirmed for the purposes of the national procurement regime (see the Russian Government’s Decree No. 1875 dated 23 December 2024).
The changes include:
the deadline has been extended until 31 December 2025 during which the country of origin may be confirmed by Certificate ST-1 in relation to some products;
the list of foreign goods with respect to which limitations for procurement purposes are established (Appendix No. 2) has been supplemented with new codes.
