The Russian President’s draft ruling
It is planned that indicators of the level of protection of CII facilities and their targets will be established, specifically:
Further, a draft decree of the Russian Government has been prepared regarding the rules for determining quantitative indicators characterising the level of protection. The formula for calculating the above indicators and the procedure for the results to be submitted to the Russian Federal Service for Technical and Export Control (commonly abbreviated as ‘FSTEC’) have been provided.
The Russian Government’s Decree No. 526 dated 7 May 2026
Comes into effect on 6 July 2026.
The rules for labelling certain commodity groups (including, among others, footwear, food supplements, perfumes and consumer goods) have been supplemented with a new procedure of assessing manufacturers.
An operator of a track&trace system will decide whether or not such an assessment should be performed. The operator itself will carry out the assessment either by visiting the place of manufacture or not doing so, and also by using special technical means for remote monitoring.
During the monitoring procedure, the following, among others, will be checked: whether a manufacturer has equipment, employees and has actually manufactured the goods.
approved the rules for creating/ maintaining the register of intermediary digital platforms (Decree No. 504 dated 30 April 2026);
adjusted the regulations on the state information system relating to control. Preventive and control measures, and special regimes of state control, may be performed using the Inspector mobile application (Decree No. 539 dated 10 May 2026).
